In recent years, Xiamen has introduced a series of innovative measures to serve foreign talent, enhancing its attractiveness to global talent. Currently, the total talent pool in Xiamen has reached 1.7 million, including over 60,000 international professionals. The city has been recognized as "China's Best City for Talent Attraction" for four consecutive years.
Since 2021, Xiamen has established four foreign talent service stations in key areas with concentrated foreign work and residential communities including Xiamen Software Park Phase I, Guanren Community, the Xiamen Free Trade Zone, and Xiamen Hospital of Traditional Chinese Medicine.
These stations provide expatriates with convenient and efficient tailored services, such as government affairs assistance, employment and entrepreneurship guidance, academic and technical exchanges, as well as traditional cultural activities.
This year, Xiamen took the lead in Fujian by introducing a dual-function physical card integrating the work permit and social security services for foreigners in China. By embedding work permit information into the social security card, the initiative enables streamlined work permit processing, information verification, and access to citizen services such as healthcare, transportation, and cultural tourism, providing greater convenience for foreigners working and living in China.
As of the end of June, over 300 integrated social security cards had been issued to foreigners working in Xiamen.
Since 2023, Xiamen has also taken the lead in Fujian by implementing a professional and technical skills evaluation system for foreign talent. To date, 48 foreign professionals have been certified through this system and have joined renowned companies.
China announced on Aug 14 that it will introduce a new type of visa — a K visa — for young foreign talent in science and technology.
